Demographic and social changes are generating a gradual increase in individuals in situations of dependence. Over the last 80 years in Spain, the number of elderly people over the age of 65 has doubled, which, combined with the phenomenon of the "aging of the aging", has led to an increase in the population over the age of eighty.

 

At the end of 2006, the Spanish government introduced a new regulatory framework with Law 39/2006 (14 December 2006) on the Promotion of Personal Autonomy and Care for Dependents. This represents a vital step in achieving universalisation and ensuring the rights to and quality of welfare services, but we have not yet managed to promote these to the level of other pillars of welfare, such as health and education.

 

Meeting the needs of dependents and their families – often their only carers – is a major challenge for today's society.

 

Application of this new law, which has its own budget and a gradual planned implementation, will clearly help to kick-start the move towards an integral model of care.

 

We will need professionals familiar with working in networks, who can assess the needs of dependents and their families, and we need to give them the resources available. Our environment requires professionals who can carry out effective, efficient and quality management.

 

The work performed in other countries and the diversity of Spain's autonomous regions, where this law will need to be applied, will enrich and add an element of debate to this course.
