The highest governmental body in the internal organization of the UOC is the Consell de Govern (Governing Council). Its functions are to orientate, plan and evaluate the University's activities, establishing the general lines of action of the UOC in all of its different fields.

The President is the highest authority of the University and has the maximum responsibility in terms of the representation, government and administration of the UOC. The President is assisted by the Vice-presidents and by the Manager, who is responsible for the everyday affairs of the University and the nomination of the Directors of Studies and the Heads of the different Areas.

The Council can set up permanent or temporary commissions which it considers necessary to develop specific areas of University policy.

The Governing Council, as the highest collegiate body of the University, has to approve:


  1. The individual regulations of the University
  2. The curricula
  3. The academic calendar
  4. The provision of the teaching, research and management structures
  5. The setting of the different academic degrees, salaries and payments, and the conditions to be able to participate in the selection processes

The decisions on the provisions and the setting of degrees, salaries and payments must, however, be in line with the General Plan of Action which is defined and approved by the Board of Trustees of the FUOC and with the budgetary constraints of the University.

The Council, before presenting itself to the Board of Trustees of the Foundation, has to debate and approve the following issues to be finally approved:


  1. The modifications of the current regulations
  2. The agreements which the University wishes to formalize
  3. The budget and balances of the University
  4. The plan of action of the University
  5. The comprehensive annual report of the teaching and research activities which the University has carried out
  6. The internal regulations
  7. The prices and rates for University materials and services
  8. The proposal to carry out new studies
  9. The regulations for student access to the UOC
