- The President is the University's leading academic authority and therefore holds the responsibilities of representation and government, without prejudice to the attributions that the Statutes award to the Board of Trustees.
- The President is appointed by the vote in favour of the absolute majority of the trustees after having heard the teaching and research staff. Their appointment and dismissal must be ratified by the Catalan government. They assume their post for a maximum and non-extendible period of seven years.
- They chair the Governing Council and all other meetings of a governing body of the University that they attend, except for the Board of Trustees, the Permanent Committee and the Council of the Fundació per a la Universitat Oberta de Catalunya.
- They attend the meetings of the Board of Trustees and of the Permanent Committee of the Fundació per a la Universitat Oberta de Catalunya with a say but with no vote.
- They are assisted by the number of Vice Presidents that they decide. The President is responsible for the appointment, assignment of duties and dismissal of Vice Presidents.
- The Vice Presidents are full members of the Governing Council.
- In the event of absence, illness or vacancy of the President, their duties are temporarily assumed by the Vice President to whom the President has delegated tasks or, in the absence of this, by the most senior Vice President.
