The Universitat Oberta de Catalunya's commitment to accessibility

This website has been designed with the aim of facilitating universal access by everyone who consults it, irrespective of their physical, sensory or intellectual capacities, and of the technical context of use with which they do so (type of device, software, connection speed, environmental conditions, etc.).

We are therefore working to adapt the entire website to the recommendations of the World Wide Web Consortium (W3C) in order to remove barriers which hinder access to information and communication. These recommendations are contained in the Web Content Accessibility Guidelines (WCAG) 2.1.

The Universitat Oberta de Catalunya is committed to reaching a ‘Double-A’ (AA) level of compliance, as required by European and state legislation on universities.

Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October 2016 establishes the rules which require Member States to ensure that all websites and mobile applications of public sector bodies, irrespective of the device used to access them, fulfil the accessibility requirements included in standard EN 301 549 V2.1.2 (August 2018), on adequate accessibility requirements for public procurement of ICT products and services in Europe.

Standard EN 301 549 V2.1.1.2 is mainly based on the Web Content Accessibility Guidelines (WCAG) 2.1, of August 2018. Specifically, level AA must be fulfilled. However, the standard also has other mandatory and conditional requirements.

Compliance with the directive is compulsory but it is not directly applicable. A royal decree, which at least develops the scope and the requirements, has therefore been established at the state level. The directive was transposed through Royal Decree 1112/2018, of 7 September, on accessibility of websites and applications for mobile devices in the public sector.

Additional provision 1 of Royal Decree 1112/2018 stipulates that public administrations must ensure application of the accessibility criteria of Articles 5 and 6 of the RD by websites and applications for mobile devices of private education, training and university centres fully or partially maintained with public funds.

Bearing in mind that the UOC is a private university which receives public funds, the accessibility criteria of Articles 5 and 6 of RD 1112/2018 are applicable to us.

The Universitat Oberta de Catalunya has undertaken to make its websites accessible, in accordance with Royal Decree 1112/2018, of 7 September, on accessibility of websites and applications for mobile devices in the public sector (hereinafter, Royal Decree 1112/2018, of 7 September).

This accessibility statement applies to the website of the Universitat Oberta de Catalunya.
