Summary
This thesis focuses on high-performance teams as a tool for knowledge management in the Spanish public organizations, in particular on their ability to systemize the sharing and creation of knowledge, and also on the fulfilment of the needs and expectations of stakeholders (employees, clients/customers, suppliers, society in general, other administrations, etc.).
This thesis studies and analyses high-performance teams through a Delphi prospective study, collecting experts' opinions about their application to the Spanish public sector and their possible future developments, and contrasts these results with some in-depth interviews, and with the case study of a public organization in which some high-performance teams were implemented, describing the process of implementation, applications, advantages, and disadvantages.
The contributions of this thesis have been made regardless of the scarce literature about high-performance teams in public organizations. Most of the references found were geared to specific applications of work systems in improvement teams, and also not all authors agreed with the analysis or the description of the work system studied in this thesis.
No standardization of criteria to measure the impact of high-performance teams in knowledge management and stakeholders of public sector organizations was found, so the following references were used (included with the thesis) because its originality and its practical solution to this issue: the policy and strategy of the White Paper on Modernization of Public Administration and Public Services Improvement (MAP, 2000), the criteria applicable under the European Excellence Model of the EFQM, and the Basis of the Award for Knowledge Management in Public Administration organized by APU/1521/2007 Order of 14 May (BOE of 31 May , establishing the Awards for Quality and Innovation in Public Management for 2007).
