Abstract

Citizen’s initiatives of production and consumption of energy have been growing since 1973. They increasingly obtained institutional recognition. In 2018, two European directives (2018/2001 and 2019/944) introduced the definition of “energy community”. Yet, there are open questions regarding these communities, that have to do with their economic model and democratic forms of organizations, their impact over the energy system (Debizet and Pappalardo, 2021), as well as equity implications.

In this research project, situated at the crossroad of the sociology of public action and the analysis of collective action (Dupuy, Halpern, 2009), I aim to investigate the “transformative power” (Wokuri, 2021) of energy cooperatives and communities at the local, national and European levels, both over public policies, as well as considering their impact on the organization of the energy market. I also untangle how those initiatives are shaped by the context in which they operate. Many studies on energy cooperatives show that their transformative power is limited by the State regulation and the market (Wokuri, 2021; Kooij et al. 2017; Capéllan-Pérez et al. 2018). However, those studies focus mainly on the national level. Complementing those perspectives, I develop a comparative analysis based on qualitative methods, in which I focus on the local and the European factors shaping these initiatives.

In this seminar, I will present the empirical results of my field research in Barcelona, as well as some theoretical questions and approaches that can be mobilized to understand the development of energy communities in European cities.
