Objectives: Political interventions in e-government have configured sophisticated online channels and infrastructure development programmes which, despite undeniably supporting the development of electronic services through the generation of information, participation and communication devices for use by the general public, have not adapted themselves fully to the circumstances of certain groups of users, resulting in their exclusion and, by extension, the perpetuation of the digital divide.
