In contrast to the general precepts of international law, the rules of IHL regulate a special situation, armed conflict, which means that its scope of application is decisive: it only applies when the events set down in the same take place. Hence, we can say that it is temporary and, in a sense, exceptional because its application requires the regulation of a new legal order by international law that differs from the legal system in force in times of peace or normality.
The purpose of IHL is to reduce the severity of armed conflicts after these have broken out by introducing the principles of humanity. Hence, its regulations are the product of a transaction or compromise between military and humanitarian needs. This postgraduate course studies the system of protection established by IHL to protect the victims of armed conflict, firstly by categorising these and subsequently looking at their specific protection (first specialist course) and secondly through the legal regulation of the direction of hostilities and the elements involved in war: warring factions, weapons, methods and military objectives (second specialist course).
The degree of application is usually complementary but does not exclude events in which it can take on a specific dimension, as is the case of the application of IHL in the area of awareness-raising and education. The systematic, detailed knowledge of IHL offered by this postgraduate will substantially improve the quality of the work carried out in situations of pre-conflict, conflict and post-conflict by various diplomatic, media, military, police, legal, humanitarian and political actors, among others, who will have the skills to incorporate elements of IHL in the planning, decision-making and implementation processes of their activities.
