UOC spin-off Open Evidence to study digital transformation of EU governments

The results will help evaluate the effects of digital government initiatives on governance systems and policy-making

As a result of the developments in ICTs, public administrations have undergone a digital transformation that has led, among other things, to the digitization of processes and the use of big data. By using big data, they can leverage information on citizens (including health, housing or tax data) to anticipate future trends and needs, and thus provide a better service.

The EC has commissioned a study of how ICTs can transform governance systems, and how emerging and future technologies can help tackle the systemic problems faced by governments. The project is to be developed by a consortium of companies including PPMI, RAND, POLIMI, Martel and UOC spin-off Open Evidence.

The results of the Exploring Digital Government Transformation in the EU: Understanding Public Sector Innovation in a Data-driven Society study will act as the basis of a new conceptual framework to understand the nature and features of the digital transformation of EU governments. They will also provide insight into the various ways different member states are organizing and implementing these transformations, what socioeconomic impact they have, and what effect they have on policy-making mechanisms, governance processes and service delivery. In short, this new conceptual and analytical framework will help evaluate the effects of digital government initiatives in these areas.

Open Evidence is a UOC spin-off company specializing in studying social sciences and behaviour, ICTs and data science to aid informed decision-making in the fields of health, education, governance and citizenship, and behavioural economics. Its staff include university faculty, researchers and consultants.
